Press saute and pour oil into pressure cooker.
Add onions and peppers and saute.
Add turkey, stir periodically, and cook through.
Add chili powder, salt, and pepper and cook 1 minute.
Add all other ingredients and stir.
Close lid and vent, and pressure cook for 15 minutes.
Let pressure naturally release for 10 minutes. Carefully release pressure and open lid. Press saute, stir, and cook for 4-6 minutes to cook off liquid.
Serve on a roll or over roasted sweet potatoes.
